zPaper announced that it has signed the Centers for Medicare & Medicaid Services Interoperability Framework pledge, formalizing a commitment to give patients real-time control over their own health information and to help eliminate the paper intake form. Eric Stephens, founder and Chief Technology Officer, and Judson Bruno, HealthScores.ai Product Manager, signed on the company's behalf at the CMS Health Tech Ecosystem event held in Washington, D.C., on July 27, 2026.
The pledge reads: "We pledge to work collaboratively to implement the CMS Interoperability Framework and become a CMS Aligned Network. We commit to empowering patients, providers, and their apps, and, where appropriate, payers, with real-time access to complete and secure health information, in ways that protect patient privacy and follow applicable standards and regulations, without friction or delay."
The event brought together technology companies, health systems, and app developers to demonstrate progress on "Kill the Clipboard," the CMS objective focused on replacing manual intake forms with secure, phone-based data sharing. zPaper received a certificate of recognition for its participation. The pledge program is voluntary and open to new participants, and signing does not constitute endorsement, approval, or affiliation with CMS.
zPaper's commitment runs through HealthScores.ai, its consumer health platform built for people on Medicare and the family members who help them.
"A person on Medicare typically sees four or five providers across two or three health systems, and every one of those systems holds a partial version of the story," said Stephens. "The clipboard exists because nobody has the whole record, least of all the person living inside it. The fix is not a better form. The fix is putting the record in the patient's hands before anyone needs it."
HealthScores.ai brings a member's medical records, health system portal data, and device readings into one place and translates them into a Health Score on a 0 to 1000 scale that a family can understand. The member's Health Profile lives in a file on their own phone or computer. From it, the member builds a Smart Health Link, choosing exactly what information to include and who receives it. A second QR code carries the same record as a FHIR file, structured in a format a care team's system is built to accept, so intake staff can bring it in rather than retyping it from a form.
"What we saw demonstrated in Washington was a room full of people solving the same problem from different directions," said Bruno. "The part we care about is the handoff. Getting a record onto a phone is solved. Getting it off that phone in a format the front desk can actually use is where this still breaks, and that is the work in front of us."
zPaper will continue participating in the CMS Interoperability Framework workstreams as the agency sets subsequent milestones for pledge signers.
